Among the beneficiaries is the family of Sahada Silad, a resident of Datu Saudi Ampatuan who’s been wishing to have a proof of ownership of their preserved hectare of farmland in the municipality since 1960’s.

“Magastos kasi ang pagpapatitulo, wala kaming sapat na pera para dun kaya nagpapasalamat kami sa HDAP dahil natupad ang pangarap naming na magkatitulo na an gaming lupa ng libre”. Silad said.

The project is under ARMM government’s Humanitarian Development Assistance Program (HDAP) covering a total of 1,800 hectares of landholdings with a total of six hundred (600) beneficiaries from 68 barangays of municipalities within the conflict affected SPMS box including Shariff Aguak, Datu Salibo, Mamasapano, Shariff Saydona Mustapha and Datu Saudi Ampatuan.

As of the third quarter of 2016, two hundred thirteen (213) hectares of landholdings have already been surveyed through the project.

DENR-ARMM Secretary Kahal Kedtag said the project basically aims to address land conflicts in the said towns.

“Napakaimportante ng proyektong ito, kasi madalas ang dahilan ng kaguluhan ay agawan sa lupa pero ang problema walang titulo na magpapatunay kung kanino ba talaga dapat nakapangalan ang pinag-aawayang lupa”. Kedtag said.

Mamasapano Mayor Benzar Apatuan, during one of the project’s community consultation expressed his gratitude and commitment to support the program all the way.

“Sana sa pamamagitan ng programang ito matigil na ang hindi pagkakaintindihan ng mga magkakamag anak at magkaroon ng kaayusan sa ating bayan”. Ampatuan said.

Humanitarian and Development Assistance Program of the ARMM through the leadership of Governor Mujiv Hataman is an initiative to provide livelihood, infrastructure, and other basic needs of the constituents in the conflict affected areas in Maguindanao.

Maguindanao environment and natural resources officer and HDAP focal person Doming Dagadas said the survey and titling of landholding project in the province will be completed by the end of the year.

Dagadas said for the year 2017, another 42 Million pesos shall be allocated for the same HDAP project that will cover larger areas in fifteen (15) municipalities of Maguindanao and one (1) from Lanao del Sur.

During the visit of the president, each agency of ARMM offered free services to the public through the “Peoples’ Day” inside the ORG compound. Aside from showcasing its flagship HDAP project, DENR-ARMM also exhibited in their booth various seedlings produced for its greening and forest rehabilitation programs, the department also provided trash bins to maintain cleanliness in the compound.
